1) Mount ISO file with DAEMON Tools
2) Install the game.
3) Play!

VOICE & PARACHUTE FIX
====================
1.Download Freearc - http://www.mediafire.com/file/2cbc5vylc4zi2bf/FreeArc.rar

2.Mount jc2.iso > Open Speech-en.bin with freearc> extract whats in it

3.You will get a sound folder with "fmod" folder inside

4.Rename ms.fsb to: Dialog_Mission Specific_eng.fsb
and pa.fsb to: Dialog_PA_eng.fsb

5.Copy these archives to the folder "fmod" in Just Cause 2\sound\fmod

This also fixes the parachute issue
